HB 461: Require jails, prisons provide teletypewriters to certain inmates

Ohio · House · 136th General Assembly (2025–2026) · last verified September 24, 2026

What HB 461 does, verified September 24, 2026

The bill requires that certain correctional facilities provide inmates who are deaf, hard of hearing, or severely speech impaired with access to teletypewriters. These facilities include county correctional facilities, municipal correctional facilities, and state correctional institutions. Inmates who are deaf, hard of hearing, or severely speech impaired must be given access to a teletypewriter at no cost to the inmate. No facility can deny an inmate access to a teletypewriter based on their hearing or speech impairment. This ensures that inmates who rely on teletypewriters for communication have equal access to services and opportunities within the facilities.
