HB 514: Regards public records of minors, sex offender library boxes
The bill aims to protect minors from unwanted exposure to sexually oriented content. It makes a video of a minor at a public recreational facility with water activities a restricted video, not a public record, and subject to restricted release. Sexually oriented offenders or child-victim oriented offenders are prohibited from establishing or maintaining a library box, which is a repository for a community lending library. To obtain a restricted video, individuals must submit a written request with a specified purpose and intended use. The request will be reviewed to determine if the requester is a sex offender or under investigation for a crime involving minors.
