HB 661: Bar middle or high school athlete from earning NIL compensation

Ohio · House · 136th General Assembly (2025–2026) · last verified September 24, 2026

What HB 661 does, verified September 24, 2026

The bill aims to prohibit middle or high school student-athletes from earning compensation from their name, image, or likeness. A middle or high school student-athlete is defined as an individual participating in athletic competitions or events administered by an organization that regulates interscholastic athletic conferences or events. The bill restricts schools, school districts, interscholastic athletic conferences, and organizations from permitting student-athletes to earn compensation from their name, image, or likeness or any other related compensation. If a student-athlete earns prohibited compensation, they are not allowed to participate in the specific sport related to the compensation. Each organization must adopt rules to investigate and determine allegations of prohibited compensation, and provide procedures for student-athletes to appeal adverse decisions.
