HB 797: Enact the Ohio Students and Families Workforce Strengthening Act
The Social Work Apprenticeship Retention and Training (SMART) Internship Program aims to support students and families in underserved and high-need schools. This three-year pilot program provides paid and educationally meaningful internship experiences for eligible students at qualifying schools. Eligible students must be enrolled in a master's degree program in social work and working towards obtaining an independent social worker or social worker license. The program awards grants to eligible students, with each grant not exceeding $15,000 per school year. Grants are paid at a rate of $25 per hour or as a lump sum payment. To establish the Social Work Apprenticeship Retention and Training (SMART) Internship Program, to name this act the Ohio Students and Families Workforce Strengthening Act, and to make an appropriation.
BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:
(A) As used in this section:
(B) Not later than ninety days after the effective date of this section, the Chancellor of Higher Education shall establish the Social Work Apprenticeship Retention and Training (SMART) internship program to support students and families and to help address nonacademic barriers to student success. The chancellor shall establish the program as a three-year pilot program to test strategies for strengthening the school-based social work workforce in underserved and high-need schools. Beginning with the academic year that begins after the effective date of this section, the Chancellor shall award grants to eligible students to provide a paid and educationally meaningful internship experience at a qualifying school.
The pilot program shall be evaluative in nature and is not intended to establish a permanent program without further action by the General Assembly.
Nothing in this section shall be construed to require or expand the provision of clinical mental health treatment in schools.
The Chancellor may include any additional information related to the pilot program the Chancellor determines is necessary to provide context in either the interim or final report.
All items in this act are hereby appropriated as designated out of any moneys in the state treasury to the credit of the designated fund. For all operating appropriations made in this act, those in the first column are for fiscal year 2027 and those in the second column are for fiscal year 2028. The operating appropriations made in this act are in addition to any other operating appropriations made for these fiscal years.

The foregoing appropriation item 336519, Community Projects, shall be used, in collaboration with the Department of Higher Education, for the Social Work Apprenticeship Retention and Training (SMART) Internship Pilot Program established in Section 1 of this act.
Within the limits set forth in this act, the Director of Budget and Management shall establish accounts indicating the source and amount of funds for each appropriation made in this act, and shall determine the manner in which appropriation accounts shall be maintained.
Expenditures from the FY 2027 operating appropriations contained in this act shall be accounted for as though made in, and are subject to all applicable provisions of, H.B. 96 of the 136th General Assembly. Expenditures from the FY 2028 operating appropriations contained in this act shall be accounted for as though made in, and are subject to all applicable provisions of, the main operating appropriations act of the 137th General Assembly.
This act shall be known as the Ohio Students and Families Workforce Strengthening Act.
