HJR 3: Apply for Convention of the States re: term limits
The bill proposes a limited national convention to propose an amendment to the US Constitution to establish term limits for members of Congress. The convention would be called by Congress upon the application of two-thirds of the state legislatures. The proposed amendment would limit the number of terms a person can be elected to the US House of Representatives and the US Senate. The bill requests cooperation from state legislatures and congressional leaders to facilitate the convention. The application is considered a continuing application until two-thirds of the state legislatures have made similar applications, allowing Congress to call a limited convention on this subject.
