SB 106: Regulate the ownership of electric vehicle charging stations
The bill aims to regulate the ownership of electric vehicle charging stations. An electric distribution utility cannot own or operate publicly available electric vehicle charging stations, except through a separate affiliate or subsidiary not subject to public utilities commission jurisdiction. The commission may approve a program to promote the creation of electric vehicle charging stations by electric vehicle charging providers or the purchase of equipment used to charge electric vehicles by residential customers. The bill also requires electric distribution utilities to demonstrate that there is not at least one publicly available electric vehicle charging station in an area of last resort, if five years have passed since the effective date of the section.
