SB 281: Allow county comm to award a franchise for public transit system
The bill authorizes a board of county commissioners to award a franchise for the operation of a public transit system on its own behalf. The board can acquire and operate a transit system, issue revenue bonds, and enter into contracts with federal, state, or private sources. The board can also conduct investigations, enter into agreements with other agencies, and purchase insurance. The board can fix rates and charges, employ personnel, and establish rules for the use and operation of the transit system. It can also exercise the power of eminent domain to acquire real estate and interests therein necessary for the operation of the system. The board is required to prepare and make available an annual report showing the financial results of the operation of the transit system.
