The bill proposes to create a "blackout" license plate for vehicles of a specific class. This license plate will have a black background with white letters or numbers, and will not display the slogan "birthplace of aviation" or county identification stickers. To obtain a blackout license plate, the owner or lessee of the vehicle must submit an application to the registrar, pay the required license tax and fees, and comply with all applicable laws. The registrar will issue the license plate and validation sticker upon receipt of the application and payment of the required fees. A fee of twenty dollars will be collected for each application, with the funds deposited into the state treasury to support public safety and highway purposes.
