The senate of the 136th general assembly is honoring Wendy Zhan for her 30 years of service to the Ohio Legislative Service Commission. Wendy Zhan began her career as a graduate researcher in 1995 and went on to serve in several key roles, including senior budget analyst, fiscal supervisor, division chief, and director of budget and fiscal analysis. She was appointed the tenth director of the commission in 2019 and has demonstrated exceptional guidance, deep institutional knowledge, and an unwavering commitment to public service. Her expertise in school funding was impactful in helping the legislature craft responses to various challenges. The senate is saluting Wendy Zhan for her unparalleled contributions to the commission, elected officials, and the public at-large and extending best wishes for a deservedly happy, healthy retirement.

A RESOLUTION
Honoring Wendy Zhan for thirty years of commendable service to the Ohio Legislative Service Commission.
WHEREAS, The members of the Senate of the 136th General Assembly 1 of Ohio are proud to pay tribute to Wendy Zhan on her retirement as 2 the director of the Ohio Legislative Service Commission; and
WHEREAS, A native of China, Wendy Zhan began her academic journey 4 at Beijing University, where she earned both a Bachelor of Arts and a 5 Master of Arts in History. She later earned a Master of Public 6 Administration from Ohio University in 1995, the same year she began 7 her distinguished career with the Ohio Legislative Service Commission 8 as a graduate researcher. She was hired as a full-time budget analyst 9 later that year and went on to serve in several key roles, including 10 senior budget analyst, fiscal supervisor, division chief, and director 11 of budget and fiscal analysis, before being appointed the tenth 12 director of the Commission in 2019; and
WHEREAS, Over the course of her thirty-year tenure, Wendy Zhan has 14 demonstrated exceptional guidance, deep institutional knowledge, and 15 an unwavering commitment to public service. She has been a diligent 16 and proactive leader who excels in high-pressure, short-deadline 17 environments.
