AB 1023: Coastal resources: coastal development permits and procedures: Zero Emissions Port Electrification and Operations project.
This bill requires a coastal development permit for the zero emissions port electrification and operations project to be reviewed and approved by the Los Angeles Harbor Department. The department would have sole authority to review the permit application and issue an associated coastal development permit on behalf of all jurisdictions. Any additional development project related to the project would need to obtain a separate coastal development permit in conformity with the Port of Los Angeles's port master plan. The bill creates a state-mandated local program by placing additional duties on the Los Angeles Harbor Department. It also requires the state agency responsible for the project to render a decision on the permit application within 90 days of submission. If no action is taken, the permit would be deemed issued.
