AB 1165: California Housing Justice Act of 2026.
This bill aims to address homelessness and housing unaffordability in California by requiring the state to create finance plans and performance metrics to solve homelessness by 2028. The department of housing and community development will collaborate with local entities to develop these plans, which will be reported to the legislature by 2028. The state will also publish goals on its website and update progress towards these goals. To ensure reimbursement for costs mandated by the state, the commission on state mandates will review the bill and determine if costs need to be reimbursed.
