AB 1129: Birth conditions monitoring.

This bill aims to enhance the state's ongoing program of birth defects monitoring by enabling the collection of information related to conditions that occur within 12 months after an individual's birth. It would allow local health officers to maintain a system for collecting information related to birth defects and conditions within their jurisdiction. The bill would require local health officers to collect information from providers and laboratories within their jurisdiction, in addition to existing requirements. It would also expand confidentiality provisions to include additional conditions, but this expansion would require a 2/3 vote of the legislature. Umbilical cord and pregnancy blood samples collected for monitoring birth defects or conditions would be exempt from existing confidentiality provisions.
