What AB 1038 does, verified February 3, 2026

This bill would allow the use of dogs to pursue bears during specific seasons. The California Fish and Game Commission would establish seasons during which a person could permit dogs to chase bears without risking injury or death to the bear or itself. The commission would also authorize a bear hunting season where a person with a bear tag could allow dogs to pursue bears in designated areas. The bill requires the commission to update its 1998 bear management plan before implementing these changes.
