What AB 1069 does, verified December 7, 2025

The bill requires a memorandum of understanding to be initiated between the county welfare director and a local agency designated for sheltering support duties, and an area agency on aging, independent living center, or aging and disability resource connection program, to allow access to emergency shelters during active events. This will ensure that older adults and persons with disabilities receive continuous services and necessary support in emergency situations. The bill also establishes a new duty for local officials and imposes a state-mandated local program. Reimbursement for costs mandated by the state will be made if the commission on state mandates determines that the bill contains such costs, pursuant to statutory provisions.
