What AB 1082 does, verified February 3, 2026

This bill would allow students from out-of-state to gain clinical experience in California by participating in prelicensure distance education nursing programs based at private postsecondary educational institutions. To be eligible, the program must be accredited by a recognized entity and maintain a certain faculty-to-student ratio. Students would need to be supervised in person by a registered nurse while rendering nursing services. The clinical agency or facility would not be allowed to offer placements to out-of-state programs if it's needed to fulfill the clinical experience requirements of in-state students.
