AB 1218: Copper theft.

This bill would make it a crime to unlawfully possess copper materials, which includes possessing without documentation proving lawful possession. To prove lawful possession, the documentation must include the identity of the seller and the date of the transaction. Additionally, collectors and dealers of metals would be required to ascertain the location from which the purchased material was obtained. The bill would also prohibit individuals involved in the salvage, recycling, purchase, or sale of scrap metal from possessing items knowing that they were possessed without proof of lawful possession. This would expand the scope of a crime and impose a state-mandated local program.
