The governor can declare a state of emergency to suspend relevant state regulations, allowing for expedited projects. The bill requires the California Environmental Protection Agency and Natural Resources Agency to report on the implementation of this emergency proclamation by January 31, 2026. The bill also exempts critical fuels reduction projects from the California Environmental Quality Act (CEQA) until January 1, 2028, for projects in very high fire hazard severity zones. CEQA requires lead agencies to prepare environmental impact reports, but this bill allows for exemptions under specific circumstances.
