This bill aims to reform the criminal justice system by introducing pretrial diversion for felony offenses. A court can grant pretrial diversion if it determines that the diversion plan mitigates any unreasonable risk of danger to public safety and that the defendant will benefit from the services provided. The court must consider information from the prosecutor and defense in making this decision. The court can reinstate criminal proceedings if the defendant commits a misdemeanor while receiving pretrial diversion services or shows a propensity for violence. If the defendant complies with the terms and conditions during the diversion period, the court will dismiss the criminal allegations. If the court reduces the felony to a misdemeanor, it must follow existing misdemeanor diversion proceedings.
