The bill aims to improve the enrollment process for individuals in the California health benefit exchange. Starting July 1, 2026, the exchange will automatically enroll individuals in a plan that includes their household members or the lowest-cost plan available to eligible Native Americans. The exchange must enroll individuals upon receiving a complete application through the statewide automated welfare system, either before coverage termination or upon application submission. The exchange must provide a notice to individuals before their effective date of coverage, including instructions on how to ensure coverage, such as paying the premium on time or opting into the selected plan if no premium is due.
