this bill would require law enforcement agencies to review open unsolved homicides to determine if a reinvestigation would result in new leads. the review would be triggered by a written application from certain individuals, and would only be conducted if the case is at least 3 years old, has been fully investigated, and no suspect has been identified. the bill would allow for only one reinvestigation per case, and would impose a state-mandated local program on local law enforcement agencies. the state would be responsible for reimbursing local agencies for the costs of implementing the new program.
