AB 1630: Meet and confer: observation.
The bill aims to allow an exclusive representative of an employee organization to invite representatives from a bargaining unit to observe a meeting between the employer and the organization, either in person or remotely. This observation would be optional, at the discretion of the exclusive representative. However, the observer would not be entitled to receive compensation for observing the meeting, unless the parties agree to provide compensation. The bill seeks to clarify the rules surrounding meeting and conferring sessions in higher education employment relations.
