AB 1754: State general obligation bonds: requirements.
This bill aims to improve transparency and accountability in the use of state general obligation bonds. It requires a bond act to include information about the objectives of the bond expenditure and related data, and the head of the lead state agency administering the bond to post a notification on its website. The notification must contain details about the programs and projects authorized to be funded by the bond. Each state agency subject to these provisions must provide a written report to the department of finance, the legislative analyst, and specified legislative committees. The report must include information about the progress of the project, grant, or other expenditure of bond proceeds and the cost of compliance with the report requirements. The cost of the report and compliance with the report requirements will be included in the cost of administering the bond act.
