AB 1862: Health care districts: transfers of assets.
This bill would prohibit public entities from entering into contracts or agreements that grant private parties the right to restrict or condition the use, allocation, or disbursement of taxpayer funds. The bill would make any provisions in contracts or agreements that take effect on or after January 1, 2027, that violate these restrictions void and unenforceable. The bill would not prohibit agreements that allow private parties to determine, restrict, or condition the use, allocation, or disbursement of nontaxpayer funds. The bill would define various terms for its purposes and apply to all cities, including charter cities, as a matter of statewide concern.
