This bill establishes a pilot program, the Safe Delivery Fund, to provide funding to hospitals to offset costs associated with maintaining specialty physician coverage, advanced practice provider coverage, and hospital staffing necessary to safely provide deliveries and related inpatient specialty services. The program will run until January 1, 2030 and will prioritize hospitals serving geographically isolated populations. Participating hospitals will receive quarterly reimbursement based on the number of deliveries performed per day. To qualify, hospitals must demonstrate that loss of obstetric services would significantly impact access to maternity care. Hospitals must also submit data on maintenance of specialty staffing and service availability on a quarterly basis.
