AB 1894: Fish and wildlife: invasive mussels: imported water.

The bill proposes adding section 2302.5 to the Fish and Game Code in California. It prohibits public agencies from banning imported water deliveries for groundwater replenishment due to invasive mussels unless there is substantial documented evidence of a proven health and safety risk caused by these mussels.

Current law restricts the possession, importation, transportation, and placement of invasive mussels until January 1, 2030. It also mandates that public or private agencies operating water supply systems cooperate with the Department of Fish and Wildlife to prevent mussel infestations and manage any existing ones.

The bill includes findings stating that the proposed changes address a matter of statewide concern rather than local issues, thus applying to all cities and counties, including charter entities.
