AB 1988: Companion chatbots: crisis interruption pauses.
<p>This bill requires operators of companion chatbots to adopt a public policy for identifying and responding to credible crisis expressions. Operators must implement monitoring systems to detect such expressions in user conversations and initiate a "crisis interruption pause" if detected. A "credible crisis expression" is defined as a statement indicating intent to harm oneself or others, determined through contextual analysis rather than keyword detection alone.</p> <p>The bill mandates that operators document information related to credible crisis expressions and crisis interruptions and report this data annually to the Office of Suicide Prevention starting January 1, 2028. The bill also provides for its enforcement.</p>
