<p>The bill requires the California Department of Transportation to conduct a study on the impact of third-party navigation applications on state highways and local streets. The study must analyze effects on congestion displacement, infrastructure, safety metrics, and emergency response. By January 1, 2028, the department is required to submit a report with policy recommendations for regulatory or legislative action aimed at aligning these apps with traffic management goals. These provisions will be repealed by January 1, 2032.</p>
