This bill aims to amend the Davis-Stirling Common Interest Development Act, which regulates common interest developments. The current law requires a declaration to be recorded to create a common interest development and authorizes a court to reduce the affirmative vote threshold for amendments if members with more than 50% of the votes in a single class vote in favor of the amendment. The bill would lower this threshold to more than 37% of the votes under specific conditions. It would apply to senior citizen housing developments that meet certain criteria and have not been amended in at least 35 years.
