AB 2299: California Antihunger Response and Employment Training Act of 2026.

This bill aims to expand the California Food Assistance Program (CFAP) to include individuals ineligible for CalFresh benefits due to the federal time limits on able-bodied adults without dependents. The expansion would apply to both U.S. citizens and non-citizens, as well as those with humanitarian immigration status. The bill would also repeal the requirement that federal benefits be provided before implementing CFAP. The expansion of CFAP would result in a state-mandated local program, requiring reimbursement by the state for costs incurred by local agencies and school districts. The bill would provide that reimbursement for these costs would be made in accordance with the existing statutory provisions for making reimbursement.
