The Medi-Cal program would be required to pay managed care plans operating as subcontractors actuarially sound rates developed in accordance with generally accepted principles and practices. This change would take effect on January 1, 2027. Failure to pay subcontractors in a manner consistent with these provisions would be considered an unlawful and unfair business practice. Subcontractors would have the opportunity to enforce these requirements by filing a notice of dispute with the department.
