<p>The bill amends existing health and safety regulations to include cold spas within the definition of public swimming pools, requiring them to adhere to construction and operational standards similar to those for spas. It also introduces specific requirements for cold plunge tubs, which are defined as aboveground therapeutic tubs maintained at temperatures between 35°F and 60°F using mechanical chillers. Cold plunge tubs must not be placed or used within the same enclosure as public pools or spas and are exempt from public swimming pool construction and sanitation standards.</p>
