<p>The bill requires the California Public Utilities Commission to create a separate rate classification for large energy use facilities by January 1, 2028. This new classification must have its own distinct rate schedule and meet specific requirements. The commission must also ensure that any proposed rate schedules comply with certain criteria before approving them. Additionally, load-serving entities providing electricity to these facilities must enter into contracts covering the cost of service and energizing costs by January 1, 2027. These contracts are subject to specified conditions. Violations of this act or commission actions implementing it would be considered a crime.</p>
