<p>The bill amends the Political Reform Act of 1974 by allowing the Secretary of State to terminate committees under certain conditions. If a committee fails to submit campaign reports for at least 12 months and meets specific financial criteria, or if it filed a statement of organization in error, the Secretary of State can send a termination notice. The committee has 180 days to object; otherwise, the Secretary may proceed with termination.</p>
