AB 2651: Informed Parents, Healthy Schools Act.

The Informed Parents, Healthy Schools Act requires the California Department of Public Health to establish and update immunization rate thresholds needed to prevent communicable disease spread. The department must notify designated parties annually if an immunization rate falls below these thresholds, with translations into languages spoken by at least 15% of enrolled pupils. Existing data de-identification standards must be applied to protect individual privacy.

School governing authorities are required to inform parents or guardians within ten business days when their school's immunization rate drops below the established threshold, following procedures set by the department. This mandate imposes a state-mandated local program requiring reimbursement if costs exceed state funding.
