The bill aims to establish the California American Freedmen Affairs Division as a division within the Secretary of State's office. The division's purpose is to verify a resident's status as an American Freedman and create an accurate database registry of American Freedmen residents. The division will also establish the American Freedmen Genealogy Office to verify residents' status and the Office of Freedmen Legal Affairs to manage its legal affairs. The division will develop a mission statement and strategic plan, as well as a matrix and metrics of success for its offices.
