AB 2741: Housing element: inventory of land: substantial compliance.
The bill amends existing law to require local governments to substantially comply with the housing element law. This means that if a local agency adopts a housing element or amendment, it must meet the requirements of the law, including an inventory of land suitable and available for residential development. The bill also allows local governments to meet the zoning requirements by applying an affordable housing overlay zone that permits owner-occupied and rental multifamily residential use with minimum density and development standards. The bill requires a written explanation of the housing and affordability incentives of the zoning classification and permits a mix of uses if it meets prescribed requirements.
