AB 348: Full-service partnerships.
This bill establishes criteria for individuals with a serious mental illness to be presumptively eligible for a full-service partnership program. To be eligible, a person must have been in the state prison or county jail for 6 months or more and meet specific criteria. However, a county is not required to enroll an individual if doing so would conflict with contractual Medi-Cal obligations or exceed capacity or funding. Enrollment is contingent upon the individual meeting the criteria and receiving a recommendation from a licensed behavioral health clinician. The primary diagnosis of a substance use disorder should not make an individual ineligible for enrollment. These provisions take effect on January 1, 2027.
