This bill aims to change the way tax-defaulted properties are sold in California. It requires a board of supervisors to hold a public hearing before approving the sale of such properties. The hearing must provide notice to the last assessee of each portion of the property and to parties of interest. The board must make a finding that the sale price is either greater than or equal to the tax sale value of the property or that the tax sale value is less than the amount necessary to redeem the property. The bill also requires the board to pay any costs incurred in conducting the hearing and making the findings. A party can challenge the board's decision by filing a petition for judicial review within 45 days.
