California · Assembly · 2025–2026 Regular Session · last verified December 7, 2025

What AB 509 does, verified December 7, 2025

The bill aims to amend a section of the business and professions code relating to the regulation of alcoholic beverages. Currently, selling or giving away alcoholic beverages to anyone under 21 years old is a misdemeanor offense. The bill proposes to provide that the use of an active age verification software or device can be considered evidence in a prosecution against a licensee if the identification provided is legitimate and matches the customer's physical appearance. This change is intended to help licensees identify and prevent the sale of alcoholic beverages to minors.
