What AB 657 does, verified February 3, 2026

This bill revises the Otay Mesa East Toll Facility Act to include facilities adjacent to the port of entry to facilitate the movement of goods and people. It authorizes public-private partnerships as an alternative project delivery method for the construction project. The bill allows the San Diego Association of Governments (sandag) to impose tolls and other charges for the use of a project or property covered by the act. Additionally, payments to a private partner under a public-private partnership agreement are now included as costs for which toll revenues are used.
