The state department of public health will regulate source plasma donation centers, including inspecting their property and records. A violation of the bill's provisions is considered a misdemeanor, and local health officers must expunge the records of plasma donors who test positive for HIV. The bill also requires fees collected from source plasma donation centers to be deposited into a fund for regulating blood banks and blood transfusion services.
