AB 725: Source plasma donation.
This bill authorizes the operation of source plasma donation centers to collect source plasma for the production of human whole blood and derivatives. A license is required from the state department of public health to operate a source plasma donation center, and the operator must meet specified standards. The bill allows source plasma donation centers to offer payment to donors, but prohibits them from offering payment to minors. The state department of public health will regulate source plasma donation centers, including inspecting their property and records. A violation of the bill's provisions is considered a misdemeanor, and local health officers must expunge the records of plasma donors who test positive for HIV. The bill also requires fees collected from source plasma donation centers to be deposited into a fund for regulating blood banks and blood transfusion services.
