This bill aims to amend certain sections of the Public Utilities Code to require energy suppliers to record a notice of decarbonization charge with the county recorder when funding a decarbonization upgrade. The bill also requires the supplier to record a notice of full cost recovery and removal of the charge within 30 days of recovering the outstanding charges. Additionally, the bill expands the definition of "energy supplier" to include gas corporations. Reimbursement for costs mandated by this bill is not required by the state.
