AB 748: Single-family and multifamily housing units: preapproved plans.

This bill requires local agencies to develop programs for preapproving single-family and multifamily residential housing plans, which must be approved or denied within 30 days if the lot meets certain conditions. The program must be posted on the local agency's internet website and must include contact information for the applicant. Large jurisdictions must develop the program by July 1, 2027, while small jurisdictions must develop it by January 1, 2029. The program cannot be applied to housing plans intended for certain communities and developments. The bill also requires local agencies to report on the number of units of residential housing approved using preapproved plans, starting April 1, 2028, for large jurisdictions and April 1, 2030, for small jurisdictions. This reporting requirement applies to all cities, including charter cities.
