California · Assembly · 2025–2026 Regular Session · last verified March 9, 2026

What AB 76 does, verified March 9, 2026

This bill aims to amend the government code to change the requirements for exempt surplus land. Currently, exempt surplus land must meet certain requirements, including dedicating at least 25% of units to lower income households and developing at an average density of at least 10 units per acre. The proposed changes would increase this minimum requirement to 25% of proposed units that are not designated for students, faculty, or staff of an academic institution, or 500 units, whichever is greater, and also include housing for students, faculty, and staff in the calculation.
