This bill modifies the roles and compensation of board-appointed officers in regional park and open-space districts. It also updates procedures for land conveyance, exchange, and new construction projects. To convey land, a district must now obtain voter approval for leases exceeding 50 years. Exchanges of land are authorized by a 2/3 board vote, with an exception for the east bay regional park district to accept compensation from a public agency to purchase park and open-space land. The bill also increases the general manager's authority to bind the district for equipment purchases, excluding labor and services, when the annual aggregate cost does not exceed $150,000. The legislation also includes findings and declarations regarding the necessity of a special statute for the east bay regional park district.
