This bill allows the department of general services to negotiate and enter into contracts for construction materials commonly used in residential structures. The materials, such as those used in disaster relief efforts, can include price discounts, rebates, refunds, or other cost-saving strategies. The department must offer these materials at cost or with minimal administrative fees to homeowners, contractors, nonprofit organizations, and local governments in areas affected by a state of emergency. The materials can only be used for recovery efforts directly linked to housing losses caused by a state of emergency. The department must report annually on the implementation, cost savings, and effectiveness of these provisions.
