This bill aims to amend the California Public Records Act to grant access to confidential personnel records of peace officers and custodial officers to civilian law enforcement oversight boards or commissions during investigations or related proceedings. These oversight boards would be required to maintain the confidentiality of the records and conduct closed sessions to review them. Additionally, a county inspector general would be authorized to access these personnel records.
