This bill aims to amend the Affordable Housing and High Road Jobs Act of 2022 to expand the scope of projects eligible for streamlined, ministerial review. It limits the review area to the physically disturbed area in the application and excludes other contiguous or noncontiguous areas unless stated otherwise. Easements for public right-of-way or utilities do not make a property ineligible for review. The bill expands eligibility for mixed-income housing developments to campus development zones, as long as they meet affordability requirements and objective standards. Outcomes of projects built under these zones must be reported in the 2031 outcomes report.
