AB 899: Beverage containers: recycled glass: market development.
The bill aims to amend the California Beverage Container Recycling and Litter Reduction Act. A distributor of beverage containers must pay a monthly redemption payment to the Department of Resources Recycling and Recovery for every container sold or transferred. The payment is used to fund the California Beverage Container Recycling Fund, which is continuously appropriated to pay refund values and administrative fees to processors. The fund also supports market development payments to glass beverage container manufacturers who use recycled glass in manufacturing new containers. The bill allows the department to set the market development payment at different levels, with a maximum of $150 per ton. Starting in 2028, the department can expend $20 million annually for glass market development payments, upon appropriation by the legislature.
