What AB 942 does, verified December 6, 2025

This bill would amend the public utilities code to regulate the use of market-based compliance mechanisms in the electricity industry. The state air resources board would be authorized to include the use of climate credits in regulating greenhouse gas emissions. The public utilities commission would be required to allocate greenhouse gas allowances to electrical corporations, which would then be credited to residential customers who are enrolled in low-income programs. The bill would exclude residential customers from receiving climate credits if their total electricity bills for the previous year were less than $300.
